EU leaders agree on need for more money - just not how much

Some European leaders want to give the permanent bailout fund as much money as possible, but others say that will do nothing to deter a repeat of the current debt crisis.?

Europe needs a strong financial firewall to withstand the current and any future debt crisis ? this much European leaders agreed on when they decided to launch the permanent rescue fund, the European Stability Mechanism (ESM), this summer, a year earlier than planned.

What they disagreed on was how high these walls should be.? A meeting of EU finance ministers and central bankers this Friday in Copenhagen is supposed to find consensus, but the language used in the run-up suggests the parties' positions are far apart.?

"The mother of all firewalls should be in place, strong enough, broad enough, deep enough, tall enough, just big,? Angel Gurria, Secretary General of the Organisation for Economic Cooperation and Development (OECD), told reporters earlier this week in Brussels.

He called for a European bailout fund of ?1 trillion ($1.3 trillion), arguing that ?when dealing with markets, you must overshoot expectations.?

The permanent bailout fund is meant to replace the European Financial Stability Fund (EFSF), formed as a temporary solution to the eurozone's sovereign debt crisis. The EFSF has so far provided financial aid to Portugal?and Ireland after those two countries were downgraded by rating agencies and found themselves unable to raise money at the financial markets.

But the goal of the ESM is to signal to investors that eurozone economies are a safe bet.

?It?s a bit like a nuclear weapon,? said French Finance Minister Francois Baroin in a televised interview today. ?It is meant to be a deterrent rather than to be used.? France too would like the firewall to be as high as possible, the minister said.

Germany, Europe?s biggest economy, will have to shoulder the largest part of the ESM. Right now the plan is to provide the fund with ?500 billion ($664 billion) in funding, ?210 billion ($279 billion)?of which Germany would contribute in cash and guarantees.

Naturally, resistance against a larger fund comes mainly from Berlin, and so far Chancellor Angela Merkel has officially rejected any calls for an increase.

Jens Weidmann, president of the Bundesbank, Germany?s central bank, and formerly economic adviser to Mrs. Merkel, was uncharacteristically frank when reacting to the OECD?s proposal. ?Ring-fencing is certainly a sensible approach, but just like the Tower of Babel, the Wall of Money will never reach heaven,? he said in a speech at the London think tank Chatham House yesterday. ?If we continue to make it higher and higher, we will, in fact, run into more worldly constraints, creating new financial and political problems.?

The danger is, according to Mr. Weidmann and other critics, that eurozone countries do not put enough emphasis on balancing their budgets and on implementing structural reforms, which make their economies more competitive. ?The whole idea of rescue funds made sense when the debt crisis affected the periphery of the eurozone only,? says Christian Dreger of the German Institute for Economic Research in Berlin. ?You can bail out Greece or Portugal. You can?t bail out Italy, no rescue fund is big enough.?

The most likely outcome of the finance ministers? meeting, according to a draft resolution, will be a decision to run the temporary and the permanent bailout funds parallel for a certain time, thus creating a combined volume of ?700 billion ?($930 billion). It is a compromise the Germans could live with, Chancellor Merkel has indicated.

4 Steps to Fix That Pesky Car Radio Antenna

March 30, 2012 4:45 PM Text Size: A . A . A Electric-powered, self-extending antenna masts used to be a telltale sign of a fancy, feature-laden car. As is the case with many electromechanical parts, however, power antennas usually end up requiring repair. Run through a carwash with one extended and you'll have what looks like a bent hanger sticking out of the fender. Today, power antenna masts have been replaced with fixed antennas or wires embedded in windshields, but there are still plenty of cars out there with these telescoping menaces. Broken antennas get stuck all the way up, all the way down, or often somewhere in between. The shabby appearance of, and stunted radio reception on, an otherwise perfectly good car means that replacing or repairing an antenna is a worthwhile fix.

It's almost too bad these have gone out of style; they are actually pretty elegant in a Rube Goldberg kind of way. An electric motor hidden below the fender turns nylon gears that eventually mesh with a toothed nylon rope matching the gears. That rope extends all the way through the hollow antenna sections and mounts to the tip. As the motor turns the gears, the rigid rope is pushed or pulled and the mast advances or retracts, stopping based on either a digital counter or timer or on a measured spike in voltage when the motor can't turn anymore.

As you might imagine, there are several ways these antennas malfunction. The most prevalent is a bent mast?even slight tweaks to the tight-fitting telescoping tubes can cause havoc. The nylon bits are a problem, too; teeth from the gears or rope break off from wear or cold or the rope snaps along the length. Sometimes the antenna fails when the components just plain get dirty?rain and dust infiltrate the mechanism, and things grind to a halt. Below we're going to walk through the general steps of removing the whole assembly, taking it apart, then cleaning and replacing the problem parts.

MasterCard, Visa warn of cardholder data breach

NEW YORK (AP) ? MasterCard and Visa said Friday that they had notified issuers of its credit cards of a potential breach of the security of customer accounts. The companies did not say how many customers were affected.

Global Payments Inc., which processes credit card transactions for stores, said it had detected a breach of card data in early March. Breaches of card data can lead to identity theft and unauthorized charges.

Global Payments said it had alerted federal law enforcement and was investigating. Spokeswoman Amy Corn would not say whether cards besides Visa and MasterCard were affected.

Global Payments stock was halted after published reports said it was responsible. The stock fell 9 percent for the day before trading was stopped.

Credit card companies generally protect customers against fraudulent transactions, and Visa said specifically Friday that its U.S. customers were not at risk. Both Visa and MasterCard said their own systems had not been compromised.

Last June, hackers stole information for 360,000 credit card accounts at Citigroup. In the past year, there have been high-profile data attacks against the International Monetary Fund, National Public Radio, Google and Sony's PlayStation Network.

Lawyer: Afghan suspect had 'depression' after Iraq

(AP) ? The U.S. soldier accused of killing 17 Afghan civilians suffered a traumatic incident during his second tour in Iraq that triggered "tremendous depression," his lawyer said Wednesday.

Lawyer John Henry Browne said he could not discuss the details of the matter because it remains classified. But he expects the issue to become a focal point in the case against Army Staff Sgt. Robert Bales.

"It caused him tremendous depression and anxiety," Browne said.

The lawyer previously said Bales experienced other major dangers in his deployments, including a serious foot injury and head trauma. In addition, a fellow soldier's leg had been blown off days before the Afghanistan massacre, he said.

Bales was charged with 17 counts of premeditated murder and other crimes. He is being held at a U.S. military prison at Fort Leavenworth, Kan.

A defense team is now in Afghanistan to collect evidence and interview other U.S. soldiers who knew Bales.

"Everyone they've spoken to in the military has nothing but amazingly positive things to say about him," said Browne, who is not part of the team in Afghanistan.

Due to security concerns, Browne doesn't think the team will visit the villages where the killings occurred. The investigators are likely to stay in Afghanistan a few more weeks.

Browne questioned the U.S. government's case against Bales, noting there is no preserved crime scene to assess.

"It's going to be a difficult case for the prosecution to prove," Browne said. "There's no 'CSI' information. There's no DNA that I know of. There's no ballistics that I know of."

Bales has indicated that he had no recollection of prescription drugs he may have been taking before the shooting ? something the attorney took as an indicator of larger memory problems. The lawyer also said his client has a sketchy memory of the night of the shootings.

U.S. military officials said Bales was drinking on a southern Afghanistan base on March 11 before creeping away to two villages at night, shooting his victims and setting many of them on fire. Nine were children.

Bales has had incidents involving alcohol and violence in the past.

In 2002, He was arrested for a drunken assault of a security guard at a Tacoma casino. That charge was dismissed after Bales completed 20 hours of anger management training.

In 2008, a couple accused an intoxicated Bales of grabbing a woman's hand and thrusting it toward his crotch before kicking and punching the woman's boyfriend, according to a police report. Prosecutors declined to pursue that case.

Stories ? the foundation of community

Stories, as education, were never for diversion. Today, myths are considered to be fanciful stories for entertainment from a na?ve past, but in fact they served as educational lessons to their original societies. ?Little Red Riding-Hood? was a tale to warn small children not to venture into the woods because in early-medieval times, that?s where roving Celtic bandits lived ? and kidnapped children that drifted too far afield. This is how a little Romano-Briton boy ended up an Irish shepherd for fifteen years; he later became known as Saint Patrick. The genealogies of many traditions are thought of as being overly-attentive to family trees but in a traditional community, genealogies are historical time-lines. With the Internet, parents have great access to all manner of stories new and old to collect, print, and even use now without any TEOTWAWKI. Parables, proverbs, fables, and legends (including adventure tales) transmit lessons about survival-conduct, wise decision making, and right perspective. Right-perspective is not about your ideological preference or your favorite -ism; it?s about survival within your retreat.

The material of a prepper?s home school or community school might be in pictures or words but it?s what the stories are about that counts. Many societies of more primitive peoples without a written language are known for their generosity and peaceful way of life, and don?t forget that at the time of Nazi Germany, Germans were the most literate nation in the world. Even at the most practical level, such as the Bushmen of Africa, there is an ?oral literature? without which they would have difficulty making sense of the world around them and their place in it. Consider collecting a list of stories (tales, books, etc) classified under value-headings, ex: about family life, community life, work ethic, and personal responsibility. A number of small eco-communities (often downplayed as ?communes? by the western technocratic media) have grown in Russia and in Germany, but because of their nature and principles, they are not on the internet. They all value stories and art as part of the mechanism of community health. Should there be second and third-generation TEOTWAWKI communities, and should they lose most writing skills, they would still stand stronger than others as long as they carry with them the necessary Moral ABCs to survive.

Don?t let reading dominate. Use voice. In your curriculum, include many oral response/ performance activities that follow stories. Having kids read aloud helps with communication skills generally, can remove some speech impediments, assists memory, and also encourages self-confidence. Have them identify connections with previous stories. Ask how they are related and how they are different. You might also combine a spoken story with art/drawing activities. Traditionally, music is also combined with stories, especially for younger kids. Music in many societies is the means to teaching correct grammar because children internalize rhythm more easily than rules. The use of songs has long been known to work well in foreign language acquisition. Rhyme in music and poems is also a natural feature of language learning because it is an analytical activity. Incidentally, many traditional (non- or semi-literate) communities that I have seen in my travels have rich musical traditions without instruments. Voice and melody are the important elements.

For those who would develop writing in the curriculum, there is no great rocket science to making comprehension/response activities into learning pedagogies. Anything read or listened to has the basic pattern:
-Comprehension
-Elicit the moral/lesson of it
-Connect or integrate it with previous stories or real-life experiences (physical, emotional, ethical, creative, etc.)
This process doesn?t change much in terms of essentials all the way up to college work, only in depth and complexity. For example, the standard parts of an analytical college essay are:
-Summary of the main ideas (What the facts are, what the deal is)
-Interpretation (What they mean, how to look at it)
-Proposal (What we should do next, new ideas)
And at the higher level of formal research projects, it becomes:
-Review of the literature
-Research methods and analysis of the data
-Results and applications
Create a similar template for any story at any age level.

Children and especially adolescents should be encouraged to contribute materials for the library such as writing original short stories and reflections, writing down their experiences, noting humorous episodes from their days, and ? importantly ? reading each other?s stories or telling them dramatically. Humor will be a vital component in TEOTWAWKI society. Kids should be encouraged to draw scenes of hope and joy wherever their imaginations can find it. Book-making (for what they write and draw) is another basic and rewarding skill that can be worked into the whole process. Ink-making, carving out a quill, paper making can also be part of the curriculum because these things might in fact be needed.

Select your library now. Even if you don?t have children, some in your community might. Your library collection should not be too big. If each family in a community had a small library, it would make for a sufficient sharing system all put together. The library should also be portable. Having a community does not guarantee that its members will have the luxury of remaining in one place settled down. You might need to go nomadic. This lifestyle should also be somewhere in your selected stories so children can relate to it should the need arise. There are plenty of stories from nomadic cultures that help young and old alike to comprehend the life of traveling.

This week and next, we will will examine 12 common mistakes made in corporate strategic planning.

This week, let?s look at the first six common mistakes.

1. The timeframe of the plan is too long

While business strategies should be expected to be steady and relatively unchanged for a longer period of time, strategic plans need to remain sharply focused on accomplishing strategic priorities in a timely manner.? The plans also need more frequent refreshing to keep them from becoming stale and to keep the organization energized on plan execution. Long-term planning certainly has its place in a corporate world, but shorter operational plan horizons, going only 12 months out, allow organizations to utilize valuable current information and remain engaged in delivering to the plan milestones. A rolling 12-month plan that is updated on a quarterly basis offers more value to the organization in several ways. As long-term plan goals are partially or fully met, the operational component of the plan moves forward and is refreshed with more accurate and updated information for the coming 12 months. New objectives and sub-initiatives move up as others are completed and move out. This provides actionable data for managers to work from during budgeting and gives executives a more realistic sense of actual plan momentum and progress.

2. Too many strategic goals

Organizations often have a long wish list of goals, ranging from pie-in-the-sky to mundane. Dreaming up goals is generally not an issue. Instead, the issue is having the discipline to narrow down prioritized goals to a manageable and achievable level. Five goals is a good number to consider as a maximum. When you consider that each goal will lead to a sequence of programs, initiatives, activities and deliverables that will need to be managed and implemented throughout the organization, it?s easy to see how a long list of goals can inhibit implementation success.

3. Goals not tied to measurable outcomes

Organizational goals should be constructed in terms of outcomes that will mean something tangible to customers, employees and the organization?s markets served. Likewise, goals should be defined in such a way that they can be measured and managed throughout the layers of the organization. Goals should help propel action and achievement from the managers and workers who will be involved in accomplishing them.

4. Employees are unaware of the goals

Believe it or not, this can be a huge problem in many organizations. When the corporate planning process fails to consider the individuals who will actually implement the plan, breakdowns happen and desired outcomes are rarely attained. Detailed plans of action are needed for each initiative and goals should be carefully communicated throughout the organization so that everyone knows and understands not only the ?big picture?, but what is expected specifically of them.

5. Key vendors and partners not considered

By communicating organizational goals to key vendors, distributors, suppliers and partners, much needed buy-in and assistance can be gained from these external parties to achieve desired outcomes. For example, asking for price reductions, extended payment terms, or quantity discounts can be greatly facilitated when suppliers and partners are made part of the process and understand what may be in it for them in the long-run.

6. Plan leaves too much room for interpretation

This mistake typically circles back to the way organizational goals have been defined. If there is ambiguity in the way the goals are explained, they will be easily misinterpreted by members of the organization and will result in execution that misses the intended mark. Starting with a clearly defined outcome, much of this interpretation and resulting ambiguity can be replaced by clearly defined expectations.

Making one or more of these common mistakes can be detrimental to the execution of corporate strategy. Next week we will explore six more common planning mistakes to avoid making during the strategic planning process.

SEOUL, South Korea -- North Korea may have the bomb, but it hasn't perfected ways to put one onto a missile that could strike faraway enemies like the United States.

This is why Pyongyang's announcement that it will launch a satellite on a long-range rocket next month is drawing so much attention: Washington says North Korea uses these launches as cover for testing missile systems for nuclear weapons that could target Alaska and beyond.


Although North Korea isn't on the official agenda of next week's Nuclear Security Summit in the South Korean capital, here's a look at why the launch will be a major point of discussion when President Barack Obama and other world leaders gather in Seoul:

THE HISTORY
North Korea has spent decades trying to perfect a multistage, long-range rocket.

Next month's launch ? set to happen around the April 15 centennial of the birth of founder Kim Il Sung ? would be the fourth of its kind since 1998, when Pyongyang sent a long-range rocket hurtling over Japan.

A 2006 test was considered a failure, but North Korea grabbed attention shortly after with its first nuclear test blast. The U.N. Security Council later banned North Korea from any further nuclear or ballistic missile testing.

North Korea's third launch, in 2009, was considered a partial success, with two of the three stages pushing the rocket over the Pacific. The third stage failed, and, despite North Korea's claims of success, no satellite was put into orbit, the U.S. North American Aerospace Defense Command said.

That test was condemned by the U.N. Security Council. Pyongyang protested that it was testing satellite technology for peaceful purposes. It subsequently abandoned six-nation nuclear disarmament talks and, weeks later, carried out a second nuclear test.

The next year saw violence blamed on North Korea that killed 50 South Koreans, including an attack on a warship and the North's shelling of a front-line island.

THE TECHNOLOGY
Experts and governments will scrutinize next month's launch of what the North's state media call an Unha-3 rocket, presumably the next version of the Unha-2 rocket used in the 2009 test.

Unha-2 represented a significant advancement over previous rockets, according to an analysis written by missile experts David Wright and Theodore Postol. It was roughly 100 feet long and may have been designed around Soviet missile components, the writers said.

Next month's rocket is set to fire from a new site on the North's west coast, according to GeoEye and Google Earth satellite imagery posted by Tim Brown, an analyst for GlobalSecurity.org. The Tongchang-ri site is about 35 miles from the Chinese border city of Dandong, across the Yalu River from North Korea.

Positioned only 45 miles from the North's main Yongbyon nuclear complex, it has better roads and facilities, and allows a southerly flight path that keeps the rocket from flying over other countries, according to Wright, technical researcher at the Union of Concerned Scientists.

The new rocket will probably have better boosters and engines ? and might even succeed in putting a satellite into space if it contains one, said Sohn Young-hwan, a South Korean rocket scientist who heads the privately funded Institute of Technology and Management Analysis in Seoul.

North Korea may have loaded the rocket's third stage with more fuel to increase capability, Wright said by email, part of improvements that "would translate to greater range if that technology was used to build a long-range ballistic missile."

North Korea says the launch is meant to contribute to "international trust and cooperation in the field of space scientific researches."

But because ballistic missiles and rockets in satellite launches "share the same bodies, engines, launch sites and other development processes, they are intricately linked," said Mark Fitzpatrick, an analyst at the International Institute for Strategic Studies.

THE HURDLES
So far, Pyongyang can only deliver a nuclear bomb "by boat, by van or by airplane, not by missile," said Hecker, the nuclear scientist.

After half a century of persistence, North Korea is thought to have a fairly small nuclear arsenal.

While it has enough plutonium for about four to eight "simple" bombs similar to what the U.S. dropped on Nagasaki in 1945, Hecker estimates, it doesn't yet appear to have the ability to make bombs small enough to mount on a missile.

Miniaturized warheads would require more nuclear tests, and Hecker warns that if North Korea breaks its nuclear test moratorium, "it will almost certainly be a test of a miniaturized design."

THE DIPLOMACY
Governments and experts are worried that a new rocket launch will spur a chain of events that will mirror 2009, resulting in a breakdown of diplomacy, another nuclear test and soaring tensions, threats and bloodshed.

The United States has warned the launch would jeopardize a diplomatic deal settled last month that would ship U.S. food aid to the impoverished North in exchange for a moratorium on missile and nuclear tests, as well as a suspension of nuclear work at Yongbyon.

U.S. officials will be pushing China to pressure its ally Pyongyang, and President Barack Obama is expected to raise the issue during a key meeting with Chinese President Hu Jintao on the nuclear summit's sidelines. There could also be meetings among the U.S. and its Asian allies, Japan and South Korea.

Hecker says a launch "makes a mockery" of the U.S.-North Korea nuclear deal.

"You use the same technology in long-range rockets that you do in long-range missiles," he said. "The only difference is what you put on top."

The Basics:

The Ford Mustang sure might look and sound much like the pony cars of the past, but it definitely lives in the present. Just like the Chevy Camaro and Dodge Challenger, the current Mustang isn't just a one-hit wonder, capable of packing huge V-8s for quarter-mile sprints. That's still part of it, for sure, but handling is now also part of their core set--as is the sort of true sports-car finesse that you might have never expected.

While the Mustang still does have a live-axle layout in back, it's surprising that it handles just as well as some other vehicles with more sophisticated origins. And V-6 models are no longer the compromise they once were. Entry-level buyers get a 305-horsepower V-6 that can turn in 0-60 mph times of about 6.0 seconds, plus fuel economy of up to 31 mpg on the highway when teamed with the six-speed automatic--which for 2013 gets SelectShift manual control.

The V-8 catapults the Mustang into a whole other performance category. The 5.0-liter V-8 thumps out 420 horsepower (up from 412), and the exhaust calls it out to the world with a richer, almost exotic note. The Mustang's electric power steering, which gets a multi-mode setting for steering boost for 2013, is precise if not always well-weighted, and overall the Mustang is far more fun to drive on a curvy road than models of the not-so-distant past. The race-ready Boss 302 gives you what you need for the track--including a higher-output, 444-hp V-8.?

The 2013 model year brings some more modern details to the Mustang's classic look. The entire lineup gets HID headlamps, with two strips of LED lighting flanking them, and LED lamps used in back, with a dark-tinted look. The front grille has been amped up a bit, while the lower airdams are neater and thinner. And a clever new night-lighting option, called the pony projection light, beams a pony emblem on the ground next to the doors.

The Mustang's cockpit has the upright dash and big, beautiful gauges with color-shifting lighting and metallic trim, a good blend of Sixties style and today's touchscreen sensibilities. There's no MyFord Touch yet, but new for 2013 is a Track Apps feature that lets you time your own acceleration or quarter-mile times.

Coupe and Convertible editions can be had with either powertrain. Coupes are the way to best enjoy the Mustang's dynamics, with the glass panoramic roof, but the Convertible is still one of the best drop-top picks if you need a back seat.

Parking sensors, dual-zone climate control, and HD Radio are all items that are now offered in the Mustang. But the real allure is in customization and performance options. Of course, you can customize the 'Stang with all the hood scoops, paint schemes and decal packages you need to fondly remember those glory days. And for 2013 we're intrigued by the GT Track Package that?s new and only offered on manual GT Mustangs. It includes a 3.73 axle, an upgraded radiator, performance brake pads, and the Boss 302?s Torsen differential?in addition to the larger front discs, 19-inch alloy wheels, and summer performance tires that are already a part of the Brembo Brake Package.

Nissan not planning Datsun for developed markets

YOKOHAMA, Japan (AP) ? Nissan's revival of the Datsun won't include developed markets, Chief Executive Carlos Ghosn said Wednesday, outlining a strategy to target the revamped brand at emerging nations where the biggest growth is expected for affordable stylish vehicles.

The offerings will be tailored for each market, including price and engine size, targeting the burgeoning market of first-time car buyers in countries such as India, Indonesia and Russia, where Datsun will be introduced from 2014, he said.

Executives gave away few details, including specifics of Datsun models they had in the works.

Corporate Vice President Vincent Cobee said the new Datsuns will be entry-level cars in each nation, aimed at "up and coming" successful people who are "optimistic about the future."

He said two models will go on sale within the first year in the three nations, and an enhanced lineup of models will be offered within three years.

Nissan Motor Co. faces intense competition from rivals, including other Japanese players such as Toyota Motor Corp. and Honda Motor Co., which all have their eyes on emerging markets that also include China, Mexico and Brazil. Growth has stagnated in recent years in more established markets such as Japan, the U.S. and Europe.

Ghosn announced Tuesday in Indonesia that the Datsun will make a comeback, three decades after the shelving of a brand that helped define not only Nissan but Japanese carmaking in the U.S., as well as in Japan. It is a name that is synonymous with affordable and reliable small cars, according to Nissan.

Datsun debuted in Japan in 1932, and hit American showrooms more than 50 years ago.

It was discontinued globally starting in 1981 to unify the model lineup under the Nissan brand. Nissan also makes Infiniti luxury models.

Tsuyoshi Mochimaru, auto analyst with Mitsubishi UFJ Morgan Stanley Securities, said the Datsun name helps differentiate cheaper models targeting emerging markets from Nissan's other models.

"Emerging markets are where the growth is, but what will sell are cheaper cars, where profit margins will be lower," he said. "By separating the brand, you avoid hurting the value of the Nissan brand."

The new blue Datsun logo was inspired by the old one, according to Nissan.

Ghosn said Nissan has been preparing the Datsun brand for years and was already developing models. He was confident Nissan had not fallen behind rivals.

"We just see an opportunity," he told reporters. "When you're ready, you should do it."

Nissan officials acknowledged only the older generation may be familiar with the Datsun brand and it may not even be recognized in emerging markets.

But they said it stood for good styling, durability and safety.

"Datsun is part of the heritage of the company," Ghosn said. "Datsun is a good name."
